    The main result of the paper is that if the function \(\chi\) in the chemotaxis equation \[ n_t+u\cdot\nabla n=\Delta n-\nabla\cdot(n\chi(n)\nabla c) \] coupled with the Navier-Stokes equations for \(u\) in two-dimensional domains satisfies \(\chi(\xi)\to 0\) as \(\xi\to\infty\), then the doubly parabolic chemotaxis-fluid system does not possess critical mass, as is e.g. when \(\chi\equiv 1\). This means that solutions with data of arbitrary size remain uniformly bounded as \(t\to\infty\). On the other hand, in absence of the fluid motion \(u\equiv 0\) a bit weaker condition \[ (\xi\log\xi)^{-1}\int_1^\xi\int_1^\sigma (\tau\chi(\tau))^{-1} d\tau\,d\sigma \to\infty \] as \(\xi\to\infty\), is shown to be sufficient for uniform boundedness of solutions.
