The author considers an eigenvalue problem for the Laplace operator in a two-dimensional domain with a perturbation in the boundary condition, which reads as \[ u=\varepsilon H(s) \frac{\partial u}{\partial\nu}, \] where \(\varepsilon\) is a small positive parameter, \(s\) is the natural parameter on the boundary, \(H\) is a sufficiently smooth strictly positive functions and \(\nu\) is the outward normal. The main feature is that such problem can possess negative eigenvalues escaping to the negative infinity as \(\varepsilon\) tends to zero. The main results of the paper provide a detailed asymptotic analysis of such eigenvalues, namely, their asymptotic expansions in various cases depending on relations between the curvature of the boundary and the function \(H(s)\). In particular, it is shown that these eigenvalues behave as \[ \lambda_\varepsilon=\varepsilon^{-2}\lambda_0 + \varepsilon^{-1}\lambda_{-1} +\ldots \] and the formulas for \(\lambda_0\) and \(\lambda_{-1}\) were provided.
