Let \((M,g,\mu)\) be a weighted Riemannian manifold, i.e., \(d\mu=\sigma^2dv_g\) where \(\sigma\) and \(dv_g\) are a smooth positive function and the volume form on \(M\), respectively. The weighted Dirichlet Laplace operator is defined by \(\Delta_\mu=-\sigma^{-2}\text{div}(\sigma^2\nabla)\). The Morrey norm taken on balls of radius less than \(R\) is defined as follows: \[ N_{p,R}(f)=\sup_{\substack{x\in M\\ 0<r<R}}\left(\frac{r^{2p}}{\mu\left(B(x,r)\right)}\int_{B(x,r)}|f|^pd\mu\right)^{1/p}\text{ for all }f\in L_{\mathrm{loc}}^1(M)\text{ and }p>1. \] We say that \((M,g,\mu)\) has a relative Faber-Krahn (RFK) property if there exists two positive constants \(b\) and \(\eta\) such that for all \(x\in M\), \(r>0\), and for any relatively compact set \(U\subset B(x,r)\), the geodesic ball of center \(x\) and of radio \(r\), the following inequality holds: \[ \lambda_1(U)\ge \frac{b}{r^2}\left(\frac{\mu\left(B(x,r)\right)}{\mu(U)}\right)^{2/\eta},\tag{1} \] where \(\lambda_1(U)\) is the lower bound of the spectrum of \(\Delta_\mu\) on \(U\), and we call \(b\) and \(\eta\) the RFK constants. Then, by assuming the aforementioned definitions, the author states that there is a positive constant \(C_p\) relying on \(p\) and on the RFK constants such that for \(V\), a positive potential locally integrable on \(M\), and for \(\psi\), a smooth function with compact support on \(M\), the following inequality holds: \[ \int_MV\psi^2d\mu\le C_pN_{p,R}(V)\int_M(|\nabla\psi|^2+\frac{\psi^2}{R^2})d\mu. \]
