Let \(M\) be a connected compact smooth Riemannian manifold without boundary. Let \(\theta : \Omega \to \Omega\) be a homeomorphism on a compact metric space \(\Omega\). A dynamical system driven by an external force \(\theta\) is a skew product (cocycle) \(\phi: M \times \Omega \to M \times \Omega \) defined by \[ \phi(x, \omega) = (f(\omega)x, \theta \omega), \] where \( f : \Omega \to \mathrm{diff}^2(M) \) is a continuous map and \( \theta : \Omega \to \Omega \) is a homeomorphism. Let \( \phi \) be partially hyperbolic (on fibers). A typical example of such systems is given by random perturbations of partially hyperbolic systems. A probability measure \(\mu\) on \( M \times \Omega \) with marginal \(\mathbb{P}\) on \(\Omega\) is called a random Gibbs \(u\)-state if for any measurable partition subordinate to the strong unstable manifolds, the conditional probability measure of \(\mu\) on this partition is absolutely continuous with respect to the Riemmanian volume measure on the strong unstable manifold. When the strong unstable manifolds coincide the unstable manifolds, the random Gibbs \(u\)-state is the random SRB measure. The study of Gibbs \(u\)-states and SRB measures for dynamical systems without an external driving force has a long and fruitful development. However, for systems driven by an external forcing results are relatively few. The main result of the paper is the following: Theorem. If \(\phi\) is partially hyperbolic (on fibers), then there exists at least one \(\mu\)-invariant random Gibbs \(u\)-state. Note that the dynamical system \(\phi\) considered in this paper is not assumed to have no positive Lyapunov exponents on the central-stable subbundle, and so the approach used here is totally different from the one used in other papers, as for example [\textit{X. Wang} et al., Stoch. Dyn. 21, No. 5, Article ID 2150021, 31 p. (2021; Zbl 1482.37033)].
