In this interesting paper, the authors prove that if a stationary integral \(n\)-varifold \(M\) in the unit ball \(B_1\) lies sufficiently close to a minimizing quadratic cone, such as Simons' cone \(C^{3,3}\), then \(\text{supp}(M)\cap B_{1/2}\) is a \(C^{1,\alpha}\) perturbation of either the cone itself, or of a leaf of the associated foliation of its complement. This shows, in particular, that singularities modeled on those cones determine the local structure of any nearby minimal surface. As a consequence of this regularity result, one obtains Simon-Solomon's rigidity theorem for area-minimizing surfaces asymptotic to Simons' cones; see [\textit{L. Simon} and \textit{B. Solomon}, Invent. Math. 86, 535--551 (1986; Zbl 0606.49028)]. The key ingredient in the paper is the iteration of an excess-decay type estimate. The excess-decay estimate, inspired by De Giorgi's original excess decay, is proven by contradiction. The authors relax the original notion of integrability, treating the foliation as a direction of integrability.
