The author considers the 3D incompressible Navier-Stokes equations: \( \partial _{t}u+u\cdot \nabla u-\nu \Delta u+\nabla p=0\), \(\operatorname{div}u=0\), with smooth and localized initial data \(u_{0}\). He recalls the local existence result for initial data (at time \(T_{0}\)) in the space \(V\), completion of smooth compactly supported divergence free fields in the topology of \(H^{1}\): Initial data with finite enstrophy (norm in \(V\)) lead to local strong solutions, belonging to \(L^{\infty }(T_{0},T_{0}+\tau ;V)\cap L^{2}(T_{0},T_{0}+\tau ;H^{2}\cap V)\), for some \(\tau >0\). He recalls the Ladyzhenskaya-Prodi-Serrin conditions which imply regularity results for strong solutions to the Navier-Stokes equations in a bounded domain \(\Omega \subset \mathbb{R}^{3}\) and with homogeneous Dirichlet boundary conditions on \(\partial \Omega \). Concerning the regularity in terms of only the pressure, he proves the existence of an absolute constant \(C\) such that, if the pressure \(p=R_{i}R_{j}(u_{i}u_{j})\) satisfies the finite uniform integrability condition: \(\exists \delta >0\), \(\forall t\), \(\forall A\) \( \left\vert A\right\vert \leq \delta \Longrightarrow \int_{A}\left\vert p(x,t)\right\vert ^{\frac{3}{2}}dx\leq (\frac{\nu }{C})^{3}\) on \([0,T]\), then \(u\in L^{\infty }(0,T;L^{3}(\mathbb{R}^{3}))\) with explicit bounds depending only on \(\delta \), \(\nu \), \(T\), \(\left\Vert u_{0}\right\Vert _{L^{3}}\), \(\left\Vert u_{0}\right\Vert _{L^{2}}\). He also proves a similar result if \(p=R_{i}R_{j}(u_{i}u_{j})\) satisfies \(\int_{0}^{T}\left\Vert p(t)\right\Vert _{L^{q}(\mathbb{R}^{3})}^{\frac{2q}{2q-3}}dt<\infty \) for some \(q>\frac{3}{2}\). Assuming the existence of a structure function \(r(t)\) such that \(\int_{0}^{T}r(t)^{-4}dt<\infty \), \(\exists \delta >0\), \(\forall A\) , \(\forall A\) \(\left\vert A\right\vert \leq \delta \Longrightarrow \int_{A}S_{2}(x,r(t))^{\frac{3}{2}}dx\leq (\frac{\nu }{C})^{3}\) holds, where \(S_{2}(x,r)=\frac{1}{4\pi }\int_{\left\vert y\right\vert \leq 2r}\frac{1}{ \left\vert y\right\vert ^{3}}\left\vert u(x+y)-u(x)\right\vert ^{2}dy\), the author proves the existence of an absolute constant \(C\) such that, for any \( T>0\), if a strong solution \(u\) to the Navier-Stokes equations satisfies the above condition on the structure function \(r\) for all \(0\leq t<T\), then \( u\in L^{\infty }(0,T;L^{3}(\mathbb{R}^{3}))\) with explicit bounds depending only on \(\nu \), \(T\), \(\left\Vert u_{0}\right\Vert _{L^{3}}\), \(\left\Vert u_{0}\right\Vert _{L^{2}}\), \(\delta >0\), and \(\int_{0}^{T}r(t)^{-4}dt\). The paper ends with further considerations on the regularity of solutions to Navier-Stokes equations, the author writing \(u(x,t)=V+smooth\) and controlling the variations of \(V\). He also proves a regularity result quite similar to the previous ones assuming that \(\left\Vert u(\cdot +y,t)-u(\cdot ,t)\right\Vert _{L^{q}}\leq m(\left\vert y\right\vert )\) for a nonnegative and time independent function \(m\) satisfying \(\int_{0}^{1}m^{2}(\rho )\frac{ d\rho }{\rho }<\infty \) and that the above condition on the structure function \(r\) holds true.
