    In this paper, the problems of observer-based control design and robust dissipation for uncertain fractional order one-sided Lipschitz nonlinear systems (FOOSL) have been considered. First, an observer based controller is designed to ensure that the controlled system is asymptotically stable. Next, by extending the concept of strictly $(N,S,R)$-dissipative for integer-order nonlinear systems to fractional order nonlinear systems and using some well-behaved properties of the fractional-order calculus, a new sufficient condition guaranteeing that the resulting closed-loop system is strictly $(N,S,R)$-dissipative is derived. The results are obtained in terms of linear matrix inequalities, which can be effectively solved in polynomial time by various computational tools. The theoretical results obtained are applied to the observer-based control passification problem for FOOSL with time-varying parameter uncertainties. On this approach, the controller and observer gains are determined independently. Finally, a numerical example has been presented to show the simplicity of the design method.
