    The paper under the review present a groundwork for the generalisation of the classical construction of the Weil representation to the more general coefficient rings. Let \(F\) stand for either a local nonarchimedean field, or a finite field, of residual characteristic \(p\) and residual cardinality \(q\), of characteristic different than \(2\). If \(F\) has a positive characteristic, let \(\mathcal{K} = \mathbb{Q}[\zeta_p]\) and let \(\mathcal{K} = \mathbb{Q}[\zeta_{p^{\infty}}]\) if \(F\) has a characteristic \(0\). Let \(\mathcal{A}\) denote the integral closure of \(\mathbb{Z}[\frac{1}{p}]\) in \(\mathcal{K}\). It is shown that \(\mathcal{A}\) is the minimal ring required for the construction of the Weil representation. The construction of the Weil representation over \(\mathcal{A}\)-algebras is provided. Furthermore, it is shown that these Weil representations arise as the scalar extensions of a single one with coefficients in \(\mathcal{A}\), which makes the provided Weil module universal.
