Given Banach spaces \(E\) and \(F\), the authors identify \(E\) with a subspace of \(L(L(E,F),F)\) via the mapping \(\alpha\colon E\to L(L(E,F),F)\) given by \(\alpha(x)(L)=L(x)\). They then define the \(w_{EF}\) topology on \(E\) as the restriction of the strong operator topology on \(L(L(E,F),F)\) to \(E\) under this identification. Thus, a net \((x_\alpha)_\alpha\) in \(E\) \(w_{EF}\)-converges to \(x\) in \(E\) if and only if \(\Vert L(x_\alpha-x)\Vert \to 0\) for all continuous linear mappings \(L\) from \(E\) into \(F\). The authors show that, when \(F\) is an infinite dimensional Banach space, \(w_{EF}\) coincides with the weak topology on \(E\) if and only if \(E\) is finite dimensional. A Banach space \(E\) is said to have the \(w_{EF}\)-Schur property if for any sequence \((x_k)_k\) in \(E\), \(x_k\stackrel{w_{EF}}{ \longrightarrow} x\) implies \(x_k\stackrel{\Vert \cdot\Vert}{\longrightarrow} x\). The authors determine when the bounded subsets of \(E\) are \(w_{EF}\)-metrizable and investigate the connection between the \(w_{EF}\)-Schur and Schur properties. In the second part of the paper the authors use \({\mathcal{P}}_{w_{EF}}(^nE,F)\), \({\mathcal{P}}_{w_{EF}b}(^nE,F)\), \({\mathcal{P}}_{w_{EF}u}(^nE,F)\), \({\mathcal{P}}_{w_{EF}sc} (^nE,F)\) to denote the space of all \(n\)-homogeneous polynomials from \(E\) into \(F\) which are, respectively, \(w_{EF}\)-continuous, \(w_{EF}\)-continuous on bounded sets, \(w_{EF}\) uniformly continuous on bounded sets, \(w_{EF}\)-sequentially continuous. In general, \[ {\mathcal{P}}_{w_{EF}u}(^nE,F)\subseteq {\mathcal{P}}_{w_{EF}b}(^nE,F)\subseteq {\mathcal{P}}_{ w_{EF}sc}(^nE,F)\subseteq {\mathcal{P}}(^nE,F) \] where \({\mathcal{P}}(^nE,F)\) is the space of all \(n\)-homogeneous polynomials from \(E\) into \(F\). The authors investigate conditions on \(E\), \(F\) and \(L(E,F)\) which will imply when any of the above pairs of spaces coincide. In particular, if \(\ell_1\not \subseteq E\) and every continuous linear mapping from \(E\) into \(F\) is weakly sequentially continuous then \({\mathcal{P}}_{w_{EF}sc}(^nE,F)={\mathcal{P}}_{w_{EF}u} (^nE,F)\) for every positive integer \(n\). Moreover, under these conditions it is shown that every polynomial in \({\mathcal{P}}_{w_{EF}sc}(^nE,F)\) (or equivalently \({\mathcal{P}}_{w_{EF}u}(^nE,F)\)) is compact in the sense that it maps bounded subsets of \(E\) to relatively compact subsets of \(F\).
