Prox-regular sets is an important and natural extension of convex sets introduced by H. Federer. Then it has been extensively developed by R. A. Poliquin, R. T. Rockafellar and especially by L. Thibault. In the paper, the authors provide a new proof for two essential characterizations of prox-regular sets in a Hilbert space.
