    The study of oscillatory singular integrals has a long-standing history. For the specific topic considered in this paper, the authors begin with a well-known result of \textit{E. M. Stein} and \textit{S. Wainger} [Bull. Am. Math. Soc. 84, 1239--1295 (1978; Zbl 0393.42010)] and its extension by \textit{E. M. Stein} (ed.) [Annals of Mathematics Studies, No. 112. Princeton, New Jersey: Princeton University Press (1986; Zbl 0595.00015)]. In this paper, the authors answer an open question posed by Stein [loc. cit.], that is, let \(\Omega\in H^{1}(\mathbb{S}^{n-1})\) with the mean value zero, \(P\) and \(Q\) be polynomials in \(n\) variables with real coefficients and \(Q(0)=0\), the authors prove that \[ \Bigg|p.v.\int_{\mathbb{R}^{n}}e^{i(P(x)+\frac{1}{Q(x)})}\frac{\Omega(x/|x|)}{|x|^{n}}\mathrm{d}x\bigg|\leq A\|\Omega\|_{H^{1}(\mathbb{S}^{n-1})} \] where \(A\) may depend on \(n\), \(\mathrm{deg}(P)\) and \(\mathrm{deg}(Q)\), but not on the coefficients of \(P\) and \(Q\). In addition, boundedness results of a similar nature are also obtained.
