The eigenvalues \(0=\lambda_0<\lambda_1\leqslant\lambda_2\leqslant\cdots\) of the Laplacian on a flat torus \({\mathbb{R}^2}/\Lambda\) are given by the values of a quadratic form defined using data from the lattice \(\Lambda\). The classical Weyl law shows that \(\vert\{j\mid\lambda_j\leqslant T\}\vert\) is asymptotically proportional to \(T\). Writing \(j\sim k\) if \(\lambda_j\) and \(\lambda_k\) are values of the quadratic form at \(\pm u\) for some \(u\in\mathbb{Z}^2\) then the pair correlation function of the eigenvalues may be defined as \[ R_{M}(\alpha,\beta,T) =\frac{1}{T}\vert\{(j,k)\mid j\sim k,\lambda_j\leqslant T, \lambda_k\leqslant T,\alpha\leqslant\lambda_j-\lambda_k\leqslant\beta\}\vert. \] \textit{A. Eskin} et al. [Ann. Math. (2) 161, No. 2, 679--725 (2005; Zbl 1075.11049)] used equidistribution in the space of unimodular lattices in \(\mathbb{R}^4\) to find an asymptotic for this pair correlation in the flat torus setting under some Diophantine (and other) conditions on the associated quadratic form. Here a polynomially effective version of this result is found under a similar Diophantine condition but with some relaxation of the other conditions. The arguments use a quantitative equidistribution result reliant on earlier work of the same authors on quotients of \({\mathrm{SL}}_2(\mathbb{R})\times{\mathrm{SL}}_2(\mathbb{R})\) and ideas from the geometry of numbers.
