This article studies incentive properties of social decision schemes (SDS) using pairwise comparison (PC). It shows that, for strict preferences and four or more alternatives, no Condorcet-consistent SDS satisfies PC-strategyproofness, no anonymous and neutral SDS satisfies both PC-efficiency and PC-strategyproofness, and no anonymous and neutral SDS satisfies both PC-efficiency and strict PC-participation. It also provides an example of a preference profile and a PC-inefficient lottery such that no sequence of PC-improvements starting from it leads to a PC-efficient lottery.
