The main result of this paper is: There exists a function \(F(v,D)>0\) depending on two positive numbers \(v,D\) such that for any closed \(4\)-dimensional Riemannian manifold \(M\) with Ricci curvature \(|\textrm{Ric}|\le 3,\) volume \(\textrm{vol}(M)>v>0,\) and diameter \(\textrm{diam}(M)\le D\) the length of a shortest closed geodesics is bounded from above by \(F(v,D).\) In the proof a diffeomorphism finiteness result by \textit{J. Cheeger} and \textit{A. Naber} [Ann. Math. (2) 182, No. 3, 1093--1165 (2015; Zbl 1335.53057)] and results by \textit{A. Nabutovsky} and \textit{R. Rotman} [Geom. Funct. Anal. 23, No. 1, 367--414 (2013; Zbl 1273.53035)] on the width and depth of homotopies of loops are used. The authors also present results for manifolds in arbitrary dimension.
