    The author considers, in circular-cylindrical coordinates, a four-layer model: ionosphere, atmosphere \((0\leq z\leq h)\), sedimentary layer, and foundation. The electrical conductivities are \(\sigma_u\), \(0\), \(\sigma_1\), \(\sigma_2\), respectively. The displacement current is neglected. The source of the electromagnetic field is a vertical magnetic dipole at the origin. The electromagnetic field problem is solved by introducing integral transforms: the nonzero field components \(E_\varphi\), \(H_r\), \(H_z\) are represented by integrals over \([0,+\infty)\) involving the Bessel functions \(J_0\) and \(J_1\). Afterwards, asymptotic expressions for the field components when \(r\to\infty\) and \(z= 0\) (Earth surface) are derived. Finally, numerical calculations are carried out for \(\sigma_2= 2\sigma_1\) and \(\sigma_u/\sigma_1\in \{0.0001,0.1,1\}\). It turns out that for \(r\lesssim h\) the field components are virtually independent of the value of \(\sigma_u/\sigma_1\), whereas this is not so for \(r\gtrsim 2h\). There are many misprints and minor errors, and a few details are obscure. Convergence of improper integrals is not discussed.
