    By using hypocoercivity techniques, the authors characterize the short time behavior of linear time-invariant ODE system \[ \mathbf{x}'(t)=-B\mathbf{x}(t), \] where the matrix \(B\in {\mathbb{C}}^{n\times n}\), its Hermitian part \(B_H=(B+B^\ast)/2\) is positive semi-definite, and \(-B\) is a conservative-dissipative (or semi-dissipative) matrix. They give a sharp characterization of the hypocoercivity index of the matrix \(B\) in terms of the short time decay of the spectral norm of the associated matrix exponential \(e^{-Bt}\).
