    In [\textit{M. Garcia-Fernandez} and \textit{J. Streets}, Generalized Ricci flow. Providence: American Mathematical Society (2021; Zbl 1489.53001)] and [\textit{T. Oliynyk} et al., Nucl. Phys., B 739, No. 3, 441--458 (2006; Zbl 1109.81058)], it was shown that the generalized Ricci flow is the gradient flow of a functional \(\lambda\) generalizing Perelman's \(\lambda\) functional for the Ricci flow. In this paper, the author computes the second variation formula and proves that a Bismut-flat, Einstein manifold is linearly stable under some curvature assumptions. In the last part of the paper, the author proves that dynamical stability and linear stability are equivalent on a steady gradient generalized Ricci soliton \((g,H,f)\). This generalizes the results in [\textit{R. Haslhofer} and \textit{R. Müller}, Math. Ann. 360, No. 1--2, 547--553 (2014; Zbl 1300.53064); \textit{K. Kröncke}, Commun. Anal. Geom. 28, No. 2, 351--394 (2020; Zbl 1450.53076); \textit{A. Raffero} and \textit{L. Vezzoni}, J. Geom. Anal. 31, No. 10, 10498--10509 (2021; Zbl 1475.53106); \textit{N. Sesum}, Duke Math. J. 133, No. 1, 1--26 (2006; Zbl 1103.53040)].
