      The authors propose and analyze a new triangular element for the fourth order elliptic singular perturbation problem \( \epsilon^2 \Delta^2 u - \Delta u =f\) in a bounded polygonal domain of \({\mathbb R}^2\). It is obtained by means of the double set method an the bubble function technique. The authors prove a general error estimate in the energy norm for certain \(C^0\) nonconforming elements and, using this result, the convergence of the new element. Some numerical experiments are included to verify the efficiency of the proposed element.
