Let \(G\) be a finite solvable group. A subgroup \(H \leq G\) has the cover and avoidance property in \(G\) (or \(H\) is a \(\mathsf{CAP}\)-subgroup of \(G\) for short), if \(H\) either covers or avoids every chief factor of \(G\). The subgroup \(H\) is called \(\Phi\)-isolator of \(G\) if \(H\) covers the Frattini chief factors of \(G\) and avoids the supplemented ones. The main result of the paper under review is Theorem A: Let \(H\) be a \(\Phi\)-isolator of a finite soluble group \(G\). Then there exist elements \(x,y \in G\) such that the \(H \cap H^{x} \cap H^{y}= \Phi(G)\). This result provides a solution to Question 19.38 proposed by the first author in [\textit{E. I. Khukhro} (ed.) and \textit{V. D. Mazurov} (ed.), The Kourovka notebook. Unsolved problems in group theory. 20th edition. Novosibirsk: Institute of Mathematics, Russian Academy of Sciences, Siberian Div. (2022), \url{arXiv:1401.0300 }].
