The paper studies the problem \(\partial_t u-\nu \Delta u+\nabla p=0\), \( \nabla \cdot u=0\) in \( \Omega \times (0,\infty )\), \( \partial_t \eta -u_1=0\) on \( S_F\times (0,\infty )\) with the boundary conditions \( -2\nu \partial_1 u_1 -g(\eta -\pi/2)-\sigma (-\partial_1^2 -\partial_2^2)^\alpha \eta =0\), \( \partial_1 u_2+\partial_2 u_1=0\), \( \partial_1 u_3+\partial_3 u_1=0\) on \( S_F\times (0,\infty )\), \( u=0\) on \( S_B\times (0,\infty) \) and the initial condition \( (\eta,u)_{t=0}=(\eta_0,a)\). The author shows the existence of a solution of the problem under assumption that \( \alpha \in (0,3/2)\).
