For \(Q \geq 2\) let \(M_Q\) denote the number of all distinct, non-principal Dirichlet characters \(\chi (\neq \chi_0)\) with modulus \(q\), such that \(q \leq Q\). Let \(P_Q\) denote the probability measure defined on Borel subsets \(A\) of \(\mathbb{R}\) by \[ P_Q(A)=\frac{1}{M_Q}\cdot \text{Card} \left(\{ \chi = \chi \pmod q,\, \chi \neq \chi_0 : q \leq Q, | L_E(s, \chi)| \in A \} \right), \] where \(\text{Card} (S)\) stands for the cardinality of finite set \(S\) and \(L_E(s,\chi)\) is the \(L\)-function of elliptic curve \(E\) twisted by a Dirichlet character \(\chi\). The paper under review addresses the question of weak convergence of the measure \(P_Q\) in the level aspect, i.e. as \( Q \rightarrow \infty\), by constructing the weak limit \(P\) as a probability measure induced by certain characteristic transforms involving coefficients in the Euler product for the \(L-\)function(s) \(L_E(s,\chi)\). For that reason, it is assumed that \(\mathrm{Re}(s)>3/2\). Similar results were obtained by \textit{S. Chowla} and \textit{P. Erdős}[J. Indian Math. Soc., N. Ser. 15, 11--18 (1951; Zbl 0043.04602)], \textit{P. D. T. A. Elliott} [Acta Arith. 20, 155--169 (1972; Zbl 0248.10033)] and \textit{E. Stankus} [Lith. Math. J. 15, 294--299 (1975); translation from Litov. Mat. Sb./Lietuv. Mat. Rink. 15, No. 2, 127--134 (1975; Zbl 0308.28003)] for Dirichlet \(L\)-functions and by \textit{A. Kolupayeva} and \textit{A. Laurinčkas} [Lith. Math. J. 48, No. 2, 203--211 (2008; Zbl 1143.11321), Lith. Math. J. 50, No. 3, 284--292 (2010; Zbl 1218.11049)] for certain classes of automorphic \(L\)-functions twisted by character.
