Random Early Detection (RED) is an Active Queue Management (AQM) method introduced aiming at reducing the risk of global synchronization of TCP sources. RED also reduces bias against the bursty traffic. Currently, it is recommended as one of the mechanisms for AQM by IETF. Interaction between TCP and RED gateways can be captured using dynamical models. In this work, the proof of the existence of two equilibria of the dynamical system (of DDEs -- delay differential equations) is very important since it has not been established in previous works. The authors find that, if the time delays are sufficiently large, Hopf bifurcation of the two equilibria will appear, and thus stationary motions with approximately constant rates at arrival, averaged queue length and oscillations with periodically varying forms will arise. A simulation study was conducted to show the richness of the dynamics of the DDEs. Reviewer's remark. \textit{Xiao-Long Chen}, \textit{Yi-Qiang Tian} and \textit{Yun Zhang} [``Stability analysis of an improved TCP/RED model'' (in Chinese), Computer Engineering 36, No.~10, 19--21 (2010)] have proposed an improved TCP/RED congestion control model including TCP self-synchronization.
