A linking pairing on a finite abelian group \(N\) is a nonsingular symmetric bilinear function \(\ell : N \times N \to {\mathbb Q}/{\mathbb Z}\). \textit{A. Kawauchi} [Math. Ann. 253, 29--42 (1980; Zbl 0427.57001)] showed that every linking pairing of a finite abelian group is realized by a closed orientable 3-manifold. More recently Bryan and Deloup showed that if the group has odd order then the pairing is realized by a Seifert manifold. The paper under review gives a new proof of this result. In addition, the author finds necessary and sufficient conditions for a pairing on an abelian group of even order to be realized by a Seifert manifold, and shows that there are pairings on 2-primary groups which are not realized by any orientable Seifert fibered 3-manifold even if one allows nonorientable base orbifolds.
