The paper deals with a model of a quantum waveguide with an infinite number of ``windows''. The model is described by the Laplace equation in a straight strip subject to the Dirichlet boundary conditions on the upper boundary as well on the lower boundary except windows where the Neumann boundary condition is adopted. Windows are assumed to form an infinite periodic set of small segments located closely to each other. This waveguide with frequent alteration of the boundary conditions is a singular perturbation from the homogenization theory for bounded domains. In the present paper, the authors study the case when the homogenization leads to the Neumann boundary condition on the lower boundary. The uniform resolvent convergence is established and the estimates for the rate of convergence are provided. Also, the two-term asymptotics for the first band functions of the perturbed operator are constructed and the complete two-parametric asymptotic expansion for the bottom of the spectrum is presented.
