A sequence \((x_k)_k\) of elements of a Hausdorff locally convex space \(E\) over the field of complex numbers is called an absolutely representing system if each \(x \in E\) can be expanded as a (possibly non unique) absolutely convergent series \(x = \sum_k c_k x_k\) in \(E\) with complex numbers \(c_k\). The first main result of this paper is an extension of a theorem due to \textit{Yu. F. Korobeinik} [Russ. Math. Surv. 36, No. 1, 75--137 (1981; Zbl 0483.30003)] characterizing when a sequence of non-zero elements of a regular inductive limit \(E= \text{ind}_n E_n\) of Banach spaces, with \(E_1\) dense in \(E_n\) for each \(n\), is an absolutely representing system. As the author writes, his dual characterization is not easy to check in concrete cases. However, some interesting consequences are derived. Moreover, the results are applied to several examples of (non-) absolutely representing systems of partial fractions on the space of germs of holomorphic functions on the closure of a bounded finitely connected domain in the complex plane.
