The purpose of the paper under review is to compute the bounds mentioned in the title in terms of the geometry of the polytopes corresponding to the Fano manifolds. This is achieved by using the results of \textit{X.-J. Wang} and \textit{X. Zhu} [Adv. Math. 188, No. 1, 87--103 (2004; Zbl 1086.53067)].
