The authors use a stochastic version of Lagrangian approach to the hydrodynamics of non-stochastic (deterministic) viscous incompressible fluids. This means that the dissipative Laplacian term is (roughly speaking) obtained as the generator of Wiener process. A new point here is that the authors (unlike many other papers in this direction) consider the non-slip boundary conditions. The main technical tool is the use of stopping times of the corresponding process on the boundary.
