    Let \(\mathcal F\) be the family of minors in the complex coordinate algebra \(\mathcal M_{m,p}\) of rectangular \(m\times p\) matrices and \(\mathcal F_q\) the corresponding family of quantum minors in the coordinate algebra \(\mathcal O_q(\mathcal M_{m,p}(K))\), where \(K\) is a field and \(q\in K^*\) is not a root of 1. The following conditions are equivalent. 1. \(\mathcal F_q\) is the set of all quantum minors belonging to some \((K^*)^{m+p}\)-invariant prime ideal in \(\mathcal O_q(\mathcal M_{m,p}(K))\). 2. \(\mathcal F\) is the set of all minors vanishing on the closure of some \((\mathbb C^*)^{m+p}\)-orbit of symplectic leaves in \(\mathcal M_{m,p}(\mathbb C)\). 3. The totally nonnegative cell associated to \(\mathcal F\) in \(\mathcal M^{\geqslant 0}_{m,p}(\mathbb R)\) is non-empty.
