      Let \(R\) be a \(2\)-dimensional regular local ring with algebraically closed residue field and \(\mathfrak a \subset R\) a complete ideal of finite colength. Jumping numbers are important invariants of the pair \((\text{Spec} R, \mathfrak a)\). In the present paper, authors give a criterion for a rational number \(\xi\) to be a jumping number of \(\mathfrak a\). This criterion uses the dual graph \(\Gamma\) of the minimal log resolution of \((\text{Spec} R, \mathfrak a)\). Let \(|\Gamma|\) be the vertices set of \(\Gamma\). The criterion has the following form: \(\xi\) is a jumping number of \(\mathfrak a\) if and only if there are a subset \(S\) of \(|\Gamma|\) and an integer-valued function on \(|\Gamma|\) satisfying certain condition containing \(\xi\).
