This paper considers a pair of coupled noisy FitzHugh-Nagumo model neurons. The coupling is diffusive through the voltage variables, but the voltage of the ``presynaptic'' neuron is delayed by a fixed amount. The noise appears as Gaussian white noise, added to either the fast variables of both neurons or the slow variables of both neurons. The authors show only the results of numerical simulations, plotting the reciprocal of the coefficient of variation for both neurons as a function of noise intensity of one of the neurons (the noise intensity of the other is fixed). This is done for different values of the delay, and also for different combinations of noise in the fast variable or slow variable for the two neurons. Their main conclusion is that small delays have little effect (compared to the case of no delays) but larger delays can have significant effects of the regularity of firing. The quality of English in this paper is not high.
