      In the paper under review, the problem of local minima of a quadratic binary functional is considered for some special type of matrix representing such a functional (Hebb, quasi-Hebb, Sherrington-Kirkpatrick matrix). It is stated that, in the case of the so-called quasi-Hebb matrix of a quadratic functional, we have a strong instability of the minima spectrum of the state energy described by the quadratic binary functional. Reviewer's remark: The presentation is rather sketchy; e.g., we know nothing about the matrix \((W_{ij})\); no information on \(C\), \(\sigma\), in the equations (4); why \(1-Cr\) is different from zero; what is meant by ``solution of the equation (5)''; etc.
