Exact mathematical results including scaling laws for turbulent flows, which are governed by the incompressible Euler and Navier-Stokes equations in the inviscid and viscid setting, respectively, are discussed from a deterministic point of view. Energy balance identities for weak solutions are the starting point to show that certain weak solutions satisfy deterministic Kolmogorov laws, i.e. the 4/5, 4/3 and 4/15 laws. A construction of solutions of forced Navier-Stokes equations is shown to exhibit a form of anomalous dissipation satisfying asymptotic versions of Kolmogorov's laws. Globally dissipative three-dimensional Euler flows are shown to satisfy local versions of Kolmogorov's laws.
