Let \(F\) stand for a number field, and let \(G\) denote a quasisplit symplectic or special even orthogonal group over \(F\). Let \(\widetilde{G}\) denote the group of symplectic or orthogonal similitudes over \(F\), whose derived group is \(G\).\N\NIn the paper under the review, the author provides a construction of the Arthur packets for \(\widetilde{G}\). Such a construction should serve as the first step to deal with the nontempered case of the conjcectural description of the discrete automorphic spectrum of \(\widetilde{G}(\mathbb{A}_F)\). Furthermore, the author shows that constructed Arthur pacekts are stable and that they satisfy the twisted endoscopic character relations.
