      The authors present a well-posedness theory of measure valued solutions \(\mu=\mu(t)\) to integro-differential balance laws \[ \partial_t\mu+\partial_x(b(t,\mu)\mu)+c(t,\mu)\mu=\int\eta(t,\mu)(y)\, d\mu(y). \] Nonlinear semigroups of solutions are constructed by means of the operator splitting method. The authors also establish continuous dependence of the solutions with respect to parameters. The presented framework applies to a variety of biological structured population models.
