This is the second part of the authors' work to establish the Poisson-Plancherel formula for a quasi-algebraic group \(G\). The last notion means the triplet \((G, j, {\mathbf G})\) where \({\mathbf G}\) is an algebraic group defined over \(\mathbb{R}\), \(G\) is a separable Lie group and \(j\) is a morphism from \(G\) into the group \({\mathbf G}_\mathbb{R}\) of real points of \({\mathbf G}\), whose image is a subgroup of finite index of \({\mathbf G}_\mathbb{R}\) and whose kernel is a discrete central subgroup of \(G\). The Poisson-Plancherel formula is a generalization of the classical Poisson summation formula. It had been conjectured by \textit{M. Vergne} [A Plancherel formula without group representations, O.A.G.R. Conference INCREST (Bucharest 1980); Representations of Lie groups and the orbit method, in: ``Emmy Noether in Bryn Mawr'', Proc. Symp. Bryn Mawr 1982 (New York 1983; Zbl 0525.22011)], was proved for real semisimple Lie groups by \textit{M. Duflo} and \textit{M. Vergne} [Adv. Stud. Pure Math. 14, 289-336 (1988; Zbl 0759.22017)], for complex algebraic groups by \textit{M. Duflo} [Représentations unitaires des groupes de Lie et méthode des orbites, Actualités mathématiques, Actes 6e Congr. Group. Math. Expr. Latine, Luxembourg 1981, 125-138 (1982; Zbl 0492.22008)] and for some class of quasi-algebraic groups by \textit{P. Torasso} [Mém. Soc. Math. Fr., Nouv. Sér. 41/42 (1990; Zbl 0759.43004)]. In the first part [J. Funct. Anal. 116, 359-440 (1993; Zbl 0836.22021)] of this joint work, the authors defined the orbital integrals on the Lie algebra \({\mathfrak g}\) of \(G\), which generalize those introduced by \textit{Harish-Chandra} [Ann. of Math., II. Ser. 80, 551-593 (1964; Zbl 0152.13401)], and studied their Fourier transform. This study allows them to reduce the Poisson-Plancherel formula to an equality of two distributions for some class of test functions. The authors introduce here the orbital integrals on the dual \({\mathfrak g}^*\) and study their properties using the precise knowledge of the radial component of certain \(G\)-invariant differential operators in order to show that these orbital integrals are contained in the above class of test functions.
