The notion of approximate fibration was defined by \textit{D. S. Coram} and \textit{P. F. Duvall jun.} [Rocky Mt. J. Math. 7, 275-288 (1977; Zbl 0367.55019)]. This was designed to overcome the difficulties encountered in the theory of fibrations when the spaces involved did not have good local properties. The current paper gives a description of approximate fibrations of arbitrary topological spaces using relations. The approach to this type of theory using relations has its origins in [\textit{J. M. R. Sanjurjo}, Trans. Am. Math. Soc. 329, No. 2, 625-636 (1992; Zbl 0748.54005)]. As the author points out, one does not need extensive knowledge of the theory of relations to follow the steps in this paper. Typically the relations are just multivalued functions, with the size of the values controlled by open covers. A major result of this work is that this version of approximate fibration is equivalent to that of shape fibration as introduced by S. Mardešić. Perhaps in some situations the new method may prove to be quite effective in the area of shape fibrations.
