    The authors study integral operators of potential type on closed \((n-1)\)-dimensional Lipschitz surfaces \(S\) in \(\mathbb{R}^n\) of the form \[ Au(x)= \int_S \varphi(x) K(x,y) \psi(y) u(y) dS(y), \qquad x\in S. \] Here \(K\) has a weak singularity on the diagonal, generated by a pseudodifferential operator of order \(m-1\) where \(m<0\). The authors show that the singular numbers of \(A\) satisfy an upper estimate \(\varlimsup_j s_j(A) j^{m/(n-1)}\leq cd(\varphi,\psi)\) where \(d(\varphi,\psi)\) is expressed in terms of the measure of the supports of \(\varphi\) and \(\psi\) on \(S\). In the case that \(S\) is an ``almost smooth'' surface (\(C^\infty\) outside some zero measure set of singularities \(S_0\)) and that \(A\) is selfadjoint on \(L_2(S)\), the authors prove the precise asymptotics \[ \lambda_j^\pm(A)= b_\pm j^{m/(n-10}+ o(j^{m/(n-1)}) \] for the positive and negative eigenvalues of \(A\). The constants \(b_\pm\) are expressed in terms of the principal symbol of \(A\) on \(S\setminus S_0\). For smooth surfaces the results are close to well-known ones.
