Let \(R_+\) be the class of functions \(f(z)\) analytic in \(\text{ Im}(z) > 0\) which are representable as \(f(z) = {1 \over \pi}\int_{-\infty}^{+\infty} { d\sigma(t)\over{t-z}}\), \(d\sigma \geq 0\), \(0 < |\sigma |= \int_{-\infty}^{+\infty} d\sigma(t) < \infty\). The angular limit function \(f^{+}(t)\) exists for a.e. \(t \in R = (-\infty,+\infty)\). Previous work of the author established the Kolmogorov-type inequality \(\text{ meas}\{t: f^{+}(t) \notin B \} \leq \omega '_{y}(0) |\sigma |\), where \(B\) is a domain symmetric with respect to the real axis which contains \(w = 0\) as an interior point, \(\omega (w,H)\) is the harmonic measure of the set \(H = \partial B \cap \{ \text{ Im}(z) \geq 0\}\) with respect to the domain \(B \cap \{\text{ Im}(z) > 0\}\) and \(\omega '_{y}(0) = \lim_{y \to 0}\omega '_{y}(iy,H)\). In this paper the author considers the problem of estimating the sum of the radii (denoted by \(\sum \rho _{n}\)) of circles which cover the set \(E(f) = \{z: \text{ Im}(z) \geq 0, f(z) \notin B \}\). Theorem 3 gives the estimate \(\sum \rho_{n} \leq A_{0} \omega '_{y}(0) |\sigma |\), where \(A_0\) is an absolute constant. In Theorem 5 it is shown that the set \(E_{0} = \{z: \text{ Im}(z) \geq 0, |f(z)|> K\}\) can be covered by circles for which \(\sum \rho_{n} \leq {C\over {K}}|\sigma|\), \(C = \text{ const} \geq\) 45. \textit{A. J. Macintyre} and \textit{W. H. J. Fuchs} [J. Lond. Math. Soc. 15, 162-168 (1940; Zbl 0027.21404)] conjectured that for a polynomial \(P(z)\) of degree \(n\) the set \(E(P) = \{z: |P'(z)/(nP(z))|> K\}\) can be covered by circles such that \(\sum \rho_{n} \leq {A \over{K}}\), \(A =\) const. Although a counterexample was given by \textit{J. M. Marstrand} [J. Lond. Math. Soc. 38, 495-500 (1963; Zbl 0117.04101)], the author gives such an estimate if the zeros of \(P(z)\) are all real.
