The paper deals with a solution of the Jacobi equation in the following extremal problem \[ \Psi = \min \Phi, \quad \Phi = \int ^{1}_{0}(u\dot u^3 + \rho_{1} \dot u + \rho_{2} u^{1}) dt \tag{1} \] \[ \dot u = du/dt, \quad u(0) = 0, \quad u(1) = 1,\quad \dot u(1) = 0,\quad \{ u,\dot u \} \geq 0\tag{2} \] Observe that here the strong Legendre condition fails at the singularity \(t_{0}=1\). The solution of the Jacobi equation in the problem consists of two parts: the boundary layer solution in a neighborhood of a singularity, and the exterior regular extremal solution. In a neighborhood of a singularity, regularized Lagrangians are studied with the strong Legendre condition at all points. Second derivatives of the regularized functionals are quadratic functionals. The Hamilton-Jacobi equation for the asymptotics of the quadratic functionals is considered. Here transformed fast time and a small parameter of the boundary layer radius are involved. Then Cauchy characteristics provide the singular part of the solution of the Jacobi equation to the problem (1), (2).
