Quasi-elliptic geometry as considered here is the invariant theory of the group of projective mappings of the real projective 3-space leaving a straight line (the `absolute') fixed and rendering a definite quadratic form on this straight line to a multiple of itself. This geometry fits into the framework of degenerated non-Euclidean spaces. The author studies line geometry in this context, restricting himself to those straight lines, called elliptic, which do not meet the absolute. Several facts from the analytical geometry of these lines are discussed. In particular, these lines can be mapped to the points of a Euclidean resp. pseudo-Euclidean space of dimension 4. Associated to this are also three complex structures on this model space. Then some features on line congruences, i.e., 2-dimensional families of elliptic straight lines, are described, including geometric meanings of the analyticity with respect to the three complex structures.
