The authors determine the Green's function for the operator \(\Delta^2\) in the domain \(\Omega= \{1<|z|<R\}\), \(z\in\mathbb{C}\), under the conditions \(u=du/dN=0\) on the boundary \(\partial\Omega= \{|z|=1\} \cup\{|z|=R\}\), \(N\) being the outer normal on \(\partial\Omega\). The problem, in this mathematical form, arises in the study of elastic vibrations of plates and membranes. Such mathematical problems are very old, and the authors use, for its solution well-known methods from complex analysis: analytical expansions, Fourier's coefficients, transcendental functions. The results are minutely formulated sometimes in very long expressions, imposed by the used method. Pertinent comments are made, showing the connections to results of other authors: H. Villat (1912), R. Courant, D. Hilbert (1968) and P. J. H. Hedelmalm (1994). There are also underlined some limit cases (the punctured disk), a counter-example to the Boggio-Hadamard conjecture for the case of annuli and other ones. The paper contains many results and interesting remarks.
