In his book [Applications of Lie groups to differential equations. New York etc.: Springer-Verlag (1986; Zbl 0588.22001)], \textit{P. J. Olver} developed a Hamiltonian approach to evolutionary systems of partial differential equations. The main feature of his technique is the construction of a Lie-Poisson structure over the differential algebra of functions associated with evolutionary systems without constraints. Based on key elements of Olver's approach to partial differential equations for Hamiltonian evolution, the author of this paper proposes an algebraic construction for Hamiltonian evolutionary systems of partial differential equations with constraints. He describes Lie-Poisson structures over arbitrary differential algebras in a pure algebraic language. The main result of this paper is a characterization of Hamiltonian operators over the studied differential algebra. The abstract results can be used as follows. For a given system of partial differential equations in the spatial variables (a system of constraints), the author defines an appropriate differential algebra and then seeks Hamiltonian operators compatible with the given evolutionary system. He notes that both these problems are rather difficult. Moreover, the second problem is rarely solvable, and each solvable case is a great success and an important step in studying the given evolutionary system with constraints.
