The authors restrict their attention only to strict digraphs that admit no loops or parallel arcs. A tournament is considered homogeneous if every arc of it is contained in a fixed number of 3-cycles, and a tournament of order $4t+1$ for $t\geq 1$ is said to be near-homogeneous if every arc is contained in $t$ or $t+1$ 3-cycles. The authors first arrive at a technique to build a near-homogeneous tournament from just two homogeneous tournaments of the same order. They then demonstrate how the newly coined term of near homogeneity can be extended to tournaments with an even number of vertices. The ideas are original and deep, and require adequate patience to understand them.
