A ring is called a TQI-ring if every torsion quasi-injective module is injective. In this paper a commutative TQI-ring is shown to be characterized by the following properties: (a) every nonzero \(R\)-module contains a nonzero submodule with finite Goldie dimension; (b) every torsion uniform module is injective; and (c) every cyclic torsion module has finite Goldie dimension. As a consequence, it is shown that for a commutative noetherian ring \(R\), \(R\) is semisimple artinian if and only if all torsion uniform modules are injective. There are also characterizations of SI-rings provided in the paper.
