    A macroscopic theory of an ideal monoatomic fluid, in which viscosity is small, but heat conductivity is extremely high, has been formulated in the case where dissipative phenomena are present. Using an iterative schema similar to Maxwellian iterations, a constitutive equation for the stress deviator has been derived. In this relation a term proportional to the deviator of the square of heat flux appears together with terms in the gradients of velocity, heat flux and temperature. The theory presented here explains many properties of helium II. The non- differential part of the constitutive equation for the stress deviator is able to explain the link between stress and heat flux discovered by Kapitsa and Hall. The terms in the velocity and heat flux gradients allow an explanation of the attenuation of the two sounds in helium II.
