The author proves upper bounds for the Neumann eigenvalues of the Laplacian with respect to a finite-volume conformal metric on a complete Riemannian manifold. More generally, the manifold may be bounded and complete with a lower bound for the Ricci curvature. The article answers some questions posed by S. T. Yau.
