A mathematical framework is proposed to describe the dynamics of biological neural networks. Specifically, using the concept of functional interaction, an \(n\)-level field theory is proposed. The field operator that describes a continuous neural network is shown to be non-local at both the lower and higher levels of the hierarchical network. Additionally, the theory describes the non-symmetry between the sources and sinks in the network and the non-uniformity of the medium of the network. The theory also allows the dynamics of a discrete neural network to be included as a special case. Using the theory, it is also possible to deduce new learning rules from the structure of the field equations.
