In the problem section of [Seminar on differential geometry, Ann. Math. Stud., No. 102 (1982)], \textit{S.-S. Chern} made the conjecture that for any \(n\geq 3\), the set \(R_n\) of all real numbers which can be realized as the constant scalar curvature of a closed minimally immersed hypersurface in \(S^{n+ 1}\) is discrete. \textit{C.-K. Peng} and \textit{C.-L. Terng} in [Semin. on minimal submanifolds, Ann. Math. Stud. 103, 177-198 (1983; Zbl 0534.53048)] showed that if \(M^3\) is a closed minimally immersed hypersurface with constant scalar curvature \(\tau\leq 3\) in \(S^4\), then \(\tau= 3\) or \(\tau\leq 0\). In the present paper, the author proves that if \(M^3\) is a piece of a minimally immersed hypersurface with constant scalar curvature \(\tau\) in \(S^4\) and has multiple principal curvatures somewhere, then either \(\tau= 3\) or 6. Combining this with other known results the author is able to classify closed minimally immersed hypersurfaces with constant scalar curvature in \(S^4\). Such a hypersurface is either an equatorial 3-sphere, a product of spheres or a Cartan minimal hypersurface. In particular, \(R_3= \{0, 3, 6\}\).
