In this article, the author studies scalar conservation laws in multi-space dimensions with a heterogeneous flux function containing one discontinuity surface. Furthermore, the flux is assumed to satisfy a ``non-alignment condition''. The author considers the viscosity approximation of the equation with a regularized flux function and constructs a family of viscosity-approximated solutions \(\{u_\varepsilon\}\). It is then shown that, for a zero initial condition as the viscosity coefficient tends to zero, the approximated solution \(u_\varepsilon\) converges to a Radon measure that is singular on the discontinuity interface and satisfies a sign condition.
