In this paper, the authors obtain a description of minimal \(\tau\)-closed \(\sigma\)-local non-\(\mathfrak{H}\)-formations for an arbitrary \(\sigma\)-local formation of \(\mathfrak{H}\)-classical type, i.e., a \(\sigma\)-local formation that has a \(\sigma\)-local definition such that all non-abelian values of this definition are \(\sigma\)-local formations. This result provides a solution to \textit{L. A. Shemetkov}'s [in: VI всесоюзный симпозиум по теории групп. Сборник научных трудов (Russian). Akademiya Nauk Ukrainskoĭ SSR, Ordena Trudovogo Krasnogo Znameni Institut Matematiki. Kiev: ``Naukova Dumka''. 37--50 (1980; Zbl 0499.20013)] problem of describing critical formations in the class of \(\tau\)-closed \(\sigma\)-local formations, where \(\sigma\) is some partition of the set of all primes and \(\tau\) is an arbitrary subgroup functor.
